Portugal finished 30,425 homes in 2025 (+8.7% on a year earlier) and licensed 42,066. That is 3.2 times the 2015 low and 23% of the 2002 peak.

Portugal’s population grew by 494,327 over 2023–2025 while 84,003 homes were finished: 5.9 new residents for every new home.
Public housing works in Portugal: third quarter of 2026
Public bodies signed 200 contracts for housing works in the third quarter of 2026, worth €43.2m, against €199.8m in the same quarter of 2025.
